Giving builders the guarantees they need
Obtaining home warranty cover is a legal requirement for residential builders in the ACT. The Master Builders Fidelity Fund is your guarantee to your client that their project is covered in the event of your death, insolvency or disappearance. We’re here to help you navigate the process every step of the way and help you stay compliant.

Am I eligible for cover?
The main criteria for a builder to be eligible for cover from the Master Builders Fidelity Fund is that they can financially support and manage the level of home warranty cover sought from the Fund. This is determined through a two-part assessment process:
- the entity’s trading history, and
- the most recent year financial statement.
Builders are assessed annually, and in some cases bi-annually, and also when a builder applies to upgrade their existing cover. To be eligible to enter the Fund, there are three key financial benchmarks, all of which must be met:
- The business applying must have positive Net Tangible Assets.
- The business applying must have positive Working Capital.
- Any trading and operating losses incurred in the last three (3) years must be explained.
If an applicant fails to meet any of these criteria – even if they are already a member of the Fund – they do not meet the minimum financial standards for Fund membership.

How it works
Once cover is approved, builders must apply for a certificate for each individual project within their approved coverage limit.
You can apply for cover for a project through the Master Builders Fidelity Fund client portal.
The invoice must be paid before the certificate is released.
Site inspections
Technical site inspections may be required as the Fund deems necessary to observe construction progress and confirm compliance.
These visits support quality outcomes for builders and homeowners.
