The Master Builders Fidelity Fund is a dedicated, not-for-profit private sector trust, bringing peace of mind to homeowners through its home warranty coverage. While not a government entity, the Fund is guided by a board of trustees and is regulated by the ACT Government to ensure high standards of accountability.

Giving builders the guarantees they need
Home warranty cover is a crucial safeguard that every residential builder in the ACT must have in place when building homes for clients. It provides a vital layer of security and ensures peace of mind for both builders and homeowners. To comply with regulations, all residential builders in the ACT must have home warranty cover from an eligible provider.
It’s not just a one-time check: builders undergo rigorous annual assessment to remain with the fund. This commitment to quality ensures only the most reliable builders are part of the program.
When coverage is required
Fidelity Fund coverage isn’t always mandatory. The breakdown below provides a clear picture of when you need cover, and when cover is not required by law.

Coverage is required
Construction of a class 1 building (detached house) or class 2 building (townhouse, units or apartments) up to 3 storeys in height
Certain alterations or additions to an existing residence where the work is valued at $12,000 or more, and of a structural nature

Coverage isn't required
Construction, alterations or additions of a structural nature valued below $12,000
Class 10 structures, such as swimming pools, fences, landscaping, mailboxes or garages (unless structurally adjacent to a house)
Federal or Government projects

Consumer representative
The Consumer Representative ensures the interests of homeowners are always front of mind in the operation of the Fidelity Fund. Acting as an independent voice, they help balance industry expertise with consumer protection, contributing to fair decision-making and transparent governance. Their role is to make sure the Fund continues to serve the people it exists to protect: homeowners.

Our team


Ziad Zakout oversees the administration and strategic operation of the Master Builders Fidelity Fund, supporting the Trustees in the governance and management of the Fund. In this role, he is responsible for the Fund’s financial oversight, operational management and regulatory compliance, ensuring the Fund operates in accordance with its Trust Deed and statutory obligations. Ziad works closely with the Trustees and professional advisors to support sound governance, policy development and the long-term sustainability of the Fund. He brings extensive experience in corporate services, financial management and organisational governance.


Lin Jia is the Fidelity Fund Officer at the Master Builders Fidelity Fund, where she supports builders, homeowners and stakeholders throughout the cover and claims process. She plays a key coordination role in assisting builders with applications for home warranty cover, guiding stakeholders through requirements, and supporting homeowners during the claims process. Lin works closely with trustees, advisors and industry participants to ensure applications, enquiries and claims are managed efficiently and in line with Fund procedures. With a background in accounting and bookkeeping and a strong focus on accuracy and service delivery, she contributes to the smooth day-to-day administration and operations of the Fund.


Alex Mueller is the Building Advisor to the Master Builders Fidelity Fund, bringing over 15 years of experience across residential, commercial and civil construction. With a strong practical background in overseeing site operations, contractor coordination and quality assurance, Alex provides independent technical insight to support sound decision-making and risk management across the Fund’s activities. He has extensive experience interpreting plans, codes and industry standards, and is committed to promoting high standards of building, safety and accountability within the residential construction sector. Alex holds a Diploma of Building and Construction (Building) and has worked across both leadership and on-site roles throughout his career.
